Shorten the unbonding period from 21 to 14 days
Reduce the time stake stays locked after a delegator asks to withdraw, keeping slashing evidence windows intact.
Motivation
Twenty-one days is longer than the evidence window needs to be and discourages new delegators.
Specification
- Set UNBONDING_EPOCHS to 14.
- Extend the evidence submission window so it always exceeds the unbonding period by two epochs.
